Pennsylvania cities that adopted split-rate land value taxes enjoyed significantly higher levels of construction activity than they would would with single-rate property taxes.

Researchers combined statistical analysis of the effect of split-rate taxes on the number of building permits with their effect on the value per permit in order to estimate the effect of split-rate taxes on the total value of construction.
