The positive effects were concentrated mostly in men, leaving female entrepreneurship rates mostly unchanged. The same pattern of findings applies to self-employment, with inititally positive results that fade over time. The authors speculate that one reason the effect fades is when the APF was introduced, yearly payments were quite high, and decreased over time.
