EITC for All: A UBI Compromise Proposal

The author proposes an expansion of the EITC in order to capture many of the benefits inherent in a basic income, while avoiding some of the usual points of contention and political disagreement.

A universal earned income tax credit (refundable up to the first $10,000 on income) would cost roughly $1.3 trillion per year. Expanding and universalizing the EITC could provide a bipartisan, incremental step forward.
